CALL TO ACTION #738: Fund Non-Defense Programs. Preserve Guardrails on DHS Funding. Start Impeachment Inquiry. (August 7, 2019)
FUND NON-DEFENSE PROGRAMS.
PRESERVE GUARDRAILS ON DHS FUNDING.
START IMPEACH INQUIRY.
September is funding crunch time. An impeachment inquiry must begin soon. And Congress has three weeks to pass FY 2020 appropriations.
Congress agreed to a higher debt ceiling and more robust spending for many non-defense programs. But the House still must cut $15 billion from its non-defense appropriations, which it passed before final negotiations with the Senate and White House. And if the Senate Democrats again fail to fight for restrictions on DHS spending, they will squander another chance to protect immigrants from some of Trump’s cruel policies.
In the scramble that lies ahead, our MoCs need to:
1) Protect the safety net and other key non-defense programs such as funding for the census, IRS enforcement, and environmental protection, among others.
2) Preserve guardrails on DHS funding in the House bill including no new funding for a border wall; no funding transfers to pay for ICE removal operations; no seizure of possible sponsors for children using information supplied in the application to the Office of Refugee Resettlement; and guarantees that MoCs have unfettered access to detention facilities.
Urge your MoCs to:
- pass full funding for non-defense spending
- keep the House-passed restrictions on DHS spending, and
- support an immediate impeachment inquiry.
**ACTION ONE: CALL OUR SENATORS**
SAMPLE SCRIPT FOR SENATORS MERKLEY AND WYDEN:
“My name is [–] and I’m a constituent from [town/city], Oregon [zip code]. I am calling because . . .
. . . I am concerned about preserving funding in the 2020 budget for safety net programs and other non-defense programs such as the census and IRS enforcement. I also ask the Senator to preserve prohibitions on border funding and other accountability measures that are in the House appropriations for DHS. Finally, please continue to speak out for an immediate impeachment inquiry.
Thank you.”

**ACTION TWO: CALL COMPLICIT GREG WALDEN**
SAMPLE SCRIPT FOR WALDEN:
“My name is [–] and I’m a constituent from [town/city], Oregon [zip code]. I am calling because. . .
. . . I am concerned about preserving funding in the 2020 budget for safety net programs and other non-defense programs such as the census and IRS enforcement. I also ask Greg Walden to preserve prohibitions on border funding and other accountability measures that are in the House appropriations for DHS. Finally, Greg needs to fulfill his oath of office and support an immediate impeachment inquiry!
Through Greg Walden’s actions and inactions — his silence has been deafening — he appears to fully support Trump, regardless of how much damage Trump is doing to our democracy and to world stability. Know that we are still here, we will hold him accountable, we are working to flip his seat BLUE — #2020IsNow!
