The COVID-19 pandemic is teaching us the importance of interconnection, our common fate and reliance upon one another. The US Postal Service (USPS) knits us together in fundamental ways. 328 million Americans rely on it for a range of essential services—including prescription drugs, packages from online retailers and the promised $1,200 government checks, to name a few. The USPS also facilitates voting since two-thirds of the states allow everyone to vote-by-mail. 

The USPS, dating back to 1792 and enshrined in the Constitution, is the most beloved federal agency with a 90% approval rating. Of its 630,000 workersover 100,000 are veterans and 28% are African American. Despite COVID-19, postal workers make their rounds every day, risking their lives to serve our communities. 

Tragically, the USPS is now on verge of collapse. The drastic decline in mail volume caused by COVID-19 is compounding the financial stress imposed by the 2006 GOP Congress’ requirement to pre-fund retirees’ health benefits through 2056. Although the House repealed this requirement in February, the Senate has not acted. Then Donald Trump stepped in to exacerbate the problem: $25 billion Congress designated for the USPS in the CARES Act was deleted when the Fake President threatened a veto. 


All plans for a secure, legitimate general election in November depend heavily on expanding vote-by-mail. The Trumpists would like nothing better than to cripple the USPS. 

We cannot let this happen!

Trump and the GOP, by seeking to privatize the Postal Service and limit voting by mail, will starve our democracy, destroy the ties that bind us, cutting off the flow of goods we need to survive. We cannot let them succeed.

The next stimulus package must include full funding for vote-by-mail, billions to save the Postal Service, and provisions of the USPS Fairness Act (HR.2382). Unless these and guaranteed legislative oversight of all appropriated funds are part of the package, I urge the Senator to refuse unanimous consent.
